Bleeding Gums Murphy isn’t his brother, his brother runs the orphanage that Herb Powell was in.

In the episode where “Blood and Guts” Murphy dies, he says to Lisa:
“I had a brother, he always laughed at inappropriate times.”
Hibbert then responded:
“Hee hee hee hee. I have a long lost brother too. He grew up to be some sort of Jazz musician.”
We can only assume that the man who ran the orphanage is Hibbert’s twin and Bleeding Gums is his “long lost” brother.
