That’s only 36 villains (Anne Baxter played two of them). I actually remember them all; Batman was required watching when I was a young boy on Wednesday night, and then again on Thursday at same bat time, same bat channel.
Newmar, Meriwether, Gorshin, Throne and ??? Fifth one is stumping me.
Yvonne Craig, absolutely NOT a villain(ess), was also in a STOST ep.
Patty Duke’s dad from her show was in one, also.
Meriwether… technically, she wasn’t in the series, she was only in the movie that was based on the series. But I’ll count it as #6

Lee Meriwether – Lisa – Losira – (That which survives 1969)*
*I would have to asterisk this though as she was Catwoman in the Movie from the original series but did not play a villain in the show. Her character was Lisa Carson who is styled at Wikipedia as “…a love interest to Bruce Wayne in the episodes “King Tut’s Coup” & “Batman’s Waterloo”.”
Rather oddly Roger C Carmel does not make a lot of Villains list for Batman. Col. Gumm is his character. Roger was quoted as saying, “I was so bad that it took Batman and the Green Hornet to get me. I liked playing four different characters, like the crazy Russian stamp dealer, Boris Severoff.”
