Bureaucratic Ouroboros
Turns out the EPA misused tax dollars to pay for a public propaganda public-relations blitz to drum up support for its new Waters of the United States regulation.
So basically the EPA exists to make rules so they can fine companies so the EPA can make videos about how they need to make more rules.
