Step one: lower the average
Government employees, including teachers, are like the children in Lake Wobegon: they’re all above average. Just ask the heads of their unions.
Don’t you need those schools to actually come up with an average? Once you shut them down, there will be a new batch of schools not doing better than average. Etc.. Etc..
