San Francisco to fight crime by ordering Tenderloin businesses to close earlier

The legislation also noted how the city’s police officers are typically outnumbered by large groups of “people engaged in illegal activity,” suggesting crime in the area’s disarray has grown past law enforcement’s ability to control.
Cops will be imposing a curfew on homeless encampments on sidewalks and public lands, too, by the same logic. No?
Haven’t cops always been outnumbered by large groups of criminals in a jurisdiction? Wasn’t there once a way of addressing this, other than defunding the police?
